Individuals interested in forming a chapter of Old Guard Riders Inc./US Veterans Assistance are first required to understand the multi-tier structure and operation of the Old Guard Riders organization. Information about the structure and operation is available within the Structure and Operation page of this website. Once you have read and understand the structure and operation of the organization, you may submit a Chapter Application, available at either the end of this page or near the bottom of the Structure and Operation page under the heading "Chapter Application." The Chapter Application will ask for basic information about the geographical location of your perspective chapter, as well as the type of chapter you wish to form and the names of the three key officers within the chapter, i.e., the President, the Secretary and the Treasurer. Perspective Provisional Chapters do not need a Treasurer, as Provisional Chapters are not authorized to solicit or receive charitable donations on behalf of the organization. Once your chapter application is received, it will be reviewed by members of National Operations Team for final determination of your request. If your application is complete and no disqualifying discrepancies are found, you will be notified of your chapter approval. Upon approval, the Chapter President will be mailed a packet containing a copy of the Chapter Affiliation Agreement. This agreement is the legal instrument establishing the chapter and detailing the relationship and responsibilities of both parties. Upon return receipt of the signed Chapter Affiliation Agreement at National OGR, the chapter will be formally ratified. Failure to return the Chapter Affiliation Agreement will result in disqualification of your application and termination of your chapter status. Upon final ratification of your chapter status, the President of the chapter will receive another packet from National OGR containing a copy of National OGR Bylaws, a copy of the OGR 501C3 documentation and paperwork and instructions for completing and filing required monthly chapter reports. In the meantime, National OGR will contact the appropriate State Coordinator and advise him/her of your chapter status. The State Coordinator can be a valuable source of information concerning state and local laws governing charitable organizations, as well as helpful advice about OGR guidelines, policies and procedures. In the event that a problem arises either within the chapter or concerning the chapter, the State Coordinator will be immediate representative of the organization to become involved. Learning to communicate and work with your State Coordinator will be imperative. National Officers of OGR are readily available by phone or email in the event that you feel that such contact is necessary. |
